Although flurorine is more electronegative than oxygen, but the ability of oxygen to stabilize higher oxidation states exceeds that of fluorine . Why ?

It is due to the ability of the oxygen to form multiple bonding with the metal atom/ion. For example, the element Mn combines with fluorine to form `MnF_(4)` (+4 oxidation state). At ht same time , it froms `Mn_(2)O_(7)`)(+7 oxidation state) with oxygen.
