Small bits of camphor dance about in clear water but not on one contaminated with oil. Why?

When bits of camphor are placed in clear water they decrease the surface tension on dissolving. The water near each such bit exerts a pull causing an erratic movement of the bit. In case of oil contaminated water the surfade tension is less than the surface tension due to dissolved camphor and thus no such movement takes place.
