A hard boiled egg behaves as a rigid body whereas the raw egg has liquid in it which also moves. On spinning both eggs with the same external torque, the hard boiled egg spins faster and the rotation of the raw egg is slower. This is due to the liquid in the raw egg which tends to move away from the axis of rotation thereby decreasing the effectiveness of the external torque.
