Gauss' law states `oint_(S)E.dS=(q)/(epsi_(0))` where q is the cahrge enclosed by the surface. If the charge is outside the surface, then cahrge enclosed by the surface is q=0 and thus, `oint_(S)E.dS=0`. Here, electric flux doesn't depend on the type or nature of charge.
