Why Carbon acts as insulator while Silicon and Germanium act as semiconductors?

The four bonding electrons of carbon, silicon and germanium are pressent in the second, third and fourth orbit. It results in the comparatively higher ionization energy for carbon and least for Germanium. Hence, the number of free electrons responsible for conduction is significantly more in Germanium and silicon as compared to Carbon.
