What is the relationship between potential difference across the terminals of a cell and emf of the cell ?

When the cell is in open circuit , the point difference across its terminals is equal to emf of the cell .
When the cell is delivering current l to a load, potential difference difference across its terminals is less than emf i.e., `V = epsi - Ir`.
When the cell is being charged by passing current l through , it potential difference across its terminals is more than emf i.e, `V = epsi + Ir` .
