Why a standard solution of sodium hydroxide (NaOH) cannot be prepared?

Sodium hydroxide, being a hygroscopic substance absorbs moisture from the atmosphere. It also absorbs `CO_3` from air and forms `Na_2CO_3`. Thus, sodium hydroxide cannot be accurately weighed and so a standard solution of Na OH cannot be prepared.
