Under which condition will the magnitude of scalar sum be equal to the magnitude of vector sum ?

A scalar has only magnitude and therefore, the addition of scalars is the addition of magnitudes. When some vectors have the same direction , then olny their magnitudes are added in vector addition. In such a case, the magnitude of the vector sum is equal to the sum of the scalars.
