In conc. `HNO_3`, more number of `NO_3` ions are present per unit volume, these `NO_3` ions acts as oxidizinga gent. It gets reduced to `NO_2` duet to , more production of oxygen. In casoef dilute `HNO_3` less number of `NO_3^+ ` Ions are present. So It gets reduced to mtrlc oxide
