Why are low spin tetrahedral complexes not formed ?

In splitting of d-orbitals, three fold degenerate set, `t_(2)`, has higher energy than two-fold degenerate set, e in tetrahedral complexes. The splitting is much smaller than that in case of octahedral complexes, i.e.
`Delta_(t) = (4)/(9)Delta_(0)`. This energy is so small that it is unable to force the electrons to pair up. Hence, tetrahedral complexes have high spin configuration and low spin complexes are not formed.
