Is it possible to construct a coil with negligible self-inductance?

Yes, if a wire is wound first clockwise and then anticlockwise, then the net magnetic field produced by the coil will be negligible. Self-inductance of clockwise wound coils will nullify the self-inductance of anticlockwise wound coils.
