Can an electromagnetic wave be deflected by an electric field? By a magnetic field ?

No. As electromagnetic waves are having no charge, therefore, electric and magnetic field do not exert any force on them. Hence, there is no deflection of electromagnetic waves by electric and magnetic fields.
