The kinetic energy of a planet becomes
`E_(K) = 1/2 (GMm)/((R+h))`
So, kinetic energy is inversely proportional to the orbital distance . Where the distance will be closer `E_(K)` is larger and the distance will be larger `E_(K)` is less .
