Why dams are made stronger and thicker at the bottom that at the top?

when water reaches the ground , its gravitional potential energy is converted into kinetic energy which is further converted into hear energy .this raise the temperature of water so , water at the foot of the water fall is at a higher temperature of water at the top the waterfall.
