In amines, alkyl group is electron releasing which increases electron density on nitrogen making them basic whereas in amides `R-overset(O)overset(||)C-`-group is electron withdrawing and it shows delocalisation of lone pair of electron present on-`NH_2` group, therefore they are neutral.
