During elastic collision bodies are first deformed and then regain shapes . Due to deformation potential energy increases which is at the cost of kinetic energy . But when bodies regain their shape then potential energy stored is released in the form kinetic energy . So kinetic energy first decreases and then increases . Note that in an elastic collision , KE before and after collision is same but it changes durng collision .
