When a covalent bond is formed between atoms of different elements, partial charges are developed on the bonded atoms. This molecule is called dipole. Due to the presence of opposite partial charges on the atoms, dipole-dipole atttractions exist between the molecules. In case of polar covalent bond between hydrogen and highly electronegative atom, the magnitude of partial charges will be much greater. As a result, the dipole-dipole attractions becme stronger and this is called hydrogen bond.
