By law of conservation of angular momentum, mvr = constant
`v_("min") xx r_("max") = v_("max") xx r_("min")`
`therefore v_("max") = (60 xx 1.6 xx 10^(12))/(8 xx 10^(12)) = (60)/(5) = 12 ` m/s
