Because the primary productivity of ecosystem depends upon a number of factors like number and photosynthetic capacity of the producers, and environment factors like temperature , sunlight intensity, rainfall, availability of nutrients , etc. These factors are different in different ecosystems. Mean net primary productivity is high in tropical rain forests (e.g. 20 tonnes/hectare /year) while is low in the deserts (e.g 0.7 tonnes/hectare/year).
