Why is glass considered a supercooled liquid?

Glass is an amorphous solid. Like liqids, it has a tendency to flow, though very slowly. Morever, glass is obtained when molten silicates are allowed to cood rapidly. Therefore, glass is considered as a super cooled liquid.
