Both the statements are true but statement 2 is not the correct explanation to the statement 1. Relative velocity of near stationary object and as well as far stationary objects is same with respect to the moving train but still brain perceives far objects nearly stationary.
When some object movies in front of our eyes then observed displacement of object is proportional to the displacement of image of object formed by eye lens on the retina . When object at a very large distnace moves in front of eyes then displacement of correspoding image on retina remains proporitionally very small and hence the object appear stationary.
