In option (d) due to /-effect of `NH_(2)` group, the electron density on the other N-atom decreases. As a result, `NH_(2)NH_(2)` is a much weaker base than `NH_(3)` and aliphatic amines. Further in options (b) and (c), due to -R-effecr of the C = O group, the electron-density on the N-atom decreases. As a result, amides are much weaker bases than `NH_(3)` and aliphatic amines. Thus, cthylaminc is most basic, i.e. , option (a) is correct.
