Explain the formation of scum when hard water is treated with soap.

Soap does not give foam easily with hard water. Hard water contains calcium and magnesium salts. Soap first reacts with the calcium ions and magnesium ions to form insoluble precipitates of calcium and magnesium salts of fatty acid.
