Length of a single row of fire can be given as perimeter of a rectangle.
Perimeter of a rectangle, `P = 2(l+b)`
`P = 2(0.7+0.5) = 2.4 km`
So, length of wire that has 4 rows `= 4**2.4 = 9.6km`
