Here, electric field on the surface of shell and sphere can have its maximum value equal to dielectric strength of air which is constant, say E.. Then,
`(E_(1))_("max") = (E_(2))_("max") = E.`
`therefore (kq_(1))/(R_(1)^(2)) = (kq_(2))/(R_(2)^(2))`
