The collection of charges can be considered as a single point charge. Because, sum of their charges is not zero.
The electric potential due to point charge is `V(r) = (kq)/(r)` . It means electric potential due to point charge is same for all equidistant points which is known as equipotential surfaces and it is three dimensional spheres.
