If the earth did not have an atmosphere, would its average surface temperature be higher or lower than what it is now ?

Infrared radiations emitted by surface of Earth get reflected by lower atmospheric layers (Green House Effect) and thus return back towards surface of Earth. Due to this effect, Earth.s atmosphere remains rather warm. If Earth would not have atmosphere around it, then temperature on the surface of Earth would have been quite low, as compared to what is it at present. (Because of not happening of ..Green House Effect..) !!!
