Why peroxide effect is not applicable to HCl and HI?

H-Cl bond is stronger `(430kJmol^(-1))` than H - Br bond `(364kJmol^(-1))` and so not cleaved by the fee radical, whereas the H-1 bond is weaker `(297kJmol^(-1))` and so iodine free radicals combine to form iodine molecules instead of adding to the double bond.
