How can we show that change in oxidation state is different from variable oxidation state for non transition element ?

The variability of oxidation states of higher oxide of Fe above `Fe_(2)O_(3)` are known . Although Ferrates `(FeO_(4))^(-2)` are formed in alkaline medium but readily decompose to `Fe_(2)O_(3) and O_(2)` . Beside the oxides , oxocations stabilises `V^(V) as VO_(2)^(+), V^(IV) as VO^(2+) and Ti^(IV) as TiO^(2+)`. The ability of oxygen to stabilise these high oxidation state except with fluoride . Thus, the highest Mn fluorides is `MnF_(4)` where as the highest oxide is `Mn_(2)O_(7)`. The ability of oxygen to form multiple bonds wiht metals explain its stronger oxidising action.
