What is the reason for the formation of tribromo phenol when phenol is treated with aqueous bromine?

In aqueous solution, phenol exists as phenoxide ion. It highly activates the ring and is responsible for the accumulation of negative charge at ortho- and para- positions. Three bromine atoms are introduced at 2, 4 and 6 - positions of the ring.
