Why free surface of liquid tend to contract their surface ?

The molecules of surface of liquid experiences force in downward .Their potential energy is large .Every system tends to reduce their potential energy .Hence some of molecules goes in liquid from the surface .So ,the intermolecular forces acting between the molecules of surface and free tend to contract.
