Yes, it is observed in parthenocarpic fruits. The .seedless fruits. that are available in the market such as pomegrabnate, grapes etc. are good examples.
Flowers of these plants are sprayed with a growth hotmone like auxins etc, that induce fruit development even in absence of fertilisation.
The ovules of such fruits, however, fail to develop into seeds.
