ROH cannot be converted into RCl on treatment with KCl, however reaction takens place on treatment with HCl. Explain

`Cl^(-)` is a weak nuleophile than `OH^(-)` and hence cannot replace. However when Hcl is added, `H^(+)` of HCl protonates on oxygen atom and `H_(2)O` becomes good leaving group and gives `R-Cl`
