Why peroxide effect is not applicable to HCl and HI?

H-Cl bond is stronger `(430kJmol^(-1))` then H-Br bond `(364kJ mol^(-1))` and so no cleaved by the free radical, H-I bond is weaker `(297kJ mol^(-1))` and so iodine free radicals combine to form iodine moleculess instead of adding to the double bond.
