Hydrolysis of 1-chloro-2-butene takes place through `S_N1` mechanism involving the formation of allylic carbocation as intermediate which is stabilised by resonance.
`CH_3-CH=CH-CH_2Cloverset(OH^(-))(rarr)`
`[CH_3-CH=CH-overset(+)(C)H_2 harr CH_3-overset(+)(C)H-CH=CH_2]`
The positive charge is equally distributed over C-1 and C-3. The nucleophile can attack on C-1 or C-3 resulting in the formation of two products.
