Why the chlorine atom in vinyl chloride is nonreactive?

The non-reactivity of chlorine atom in vinyl chloride is due to resonance stabilisation.

Carbon-chlorine bond in vinyl chloride has some double bond character and is, therefore, stronger than a pure single bond. Carbon atom is `sp^2` hybridised and so C-Cl bond is stronger than in alkyl halides.
