Electrical conductivity is due to the movement of free electrons or free ions. Barium oxide is an ionic solid. It has no free electrons. Although solid barium oxide has ions, `Ba^(2+) and O^(2-`), the ions are not free to move in solid state, due to a definite crystal lattice.
