Would sky waves be suitable for transmission of TV signals of 60 MHz frequency?

The television signals have frequencies in 100-200 MHz range. As the ionosphere cannot reflect radio waves of frequency greater than 40 MHz back to the earth, the sky waves cannot ne used in the transmissionof TV signals.
