Why HCl and HI do not show the peroxide effect?

Peroxide effect of HBr takes place by the free radical addition of Br to the alkene. Since `H-Cl` bond is strong, free radical produced from peroxide may not break it to form Cl. So Kharasch addition does not take place. In the case of hydrogen iodide, `H-l` bond is weak and it is readily broken by free radical produced from perioxide to form I. But iodine free radicals prefer to combine to form `I_2` rather than to add to the double bond of alkene. Hence Kharasch additon does not take place.
