Why is the bottom of a tea kettel blackended while its upper part is so polished?

Black surface is a good absorber of heat while polished surface is a bad radiator the kettle is blank at the bottom so that it may be absolved heat quickly .The upper part of the Kettle is polished so that its radius little heat to the outside.
