Why is sulfurous acid a reducing agent ?

Oxidation number of sulfur in sulfurous acid `(H_2SO_3)` is +4 which is less than its maximum oxidation state of +6. Since, oxidation state of sulfur can be increased from +4 to +6, `H_2SO_3` acts as a reducing agent.
