Why there is not more than 1.1 parts of ozone per million parts of air in the lower part of atmosphere?

Ozone is formed by the action of ultraviolet rays on `O_2` in the upper atmosphere. However, ultraviolet rays do not reach the lower atmosphere and hence ozone is not formed in the lower layers of atmosphere.
