Can we overcome the uncertainty in position and velocity of an electron by making more precise devices?

No, uncertainty in measurement of position and velocity of an electron cannot be overcome by more precise device because the problem is we cannot see microscopic objects without disturbing them. If we attempt to measure position accurately velocity will become uncertain and vice versa.
