Carbon monoxide has reducing property while carbon dioxide acts as oxidising agent - Why?

Oxidation no. of carbon in CO is ` +2` which can only be3 increased to maximum oxidation no +4 as in `CO_2`. So CO has a tendency to oxidise and has strong reducing character while +4 oxidation state of C in CO_2 can be decreased. Sso CO_2 acts as an oxidising agent only .
