Anion`I^(-)` of `Pbl_4` is a strong reducing agent which reduces `Pb^(+4)` ion to `Pb^(2+)`. That’s why `Pbl_4` has no existence. But in `PbCl_4` the ion `CL^-` can not act as reducing agent. So `PbCl_4` is a stable compound
