Manganese dioxide and Copper (II) oxide

When manganese dioxide is heated with conc. HCl, a pungent smelling greenish yellow chlorine gas is evolved which turns iodide paper blue-black.
When copper oxide is heated with conc. HCl, no such gas is evolved.
