Consider the F.B.D of balloon net force on balloon is zero. So
`vecF_3+vecF_4=0`
`-vecF_1-vecF_2=0impliesvecF_1+vecF_2=0`
`vecF_1` and `vecF_2` can't be action-reaction pair because they do not act between the same two bodies. Similarly for `vecF_3` and `vecF_4`.
