In `PxX_2` oxidation state of lead is `+4` . Due to inert pair effect , `+2` oxidation state is more stable than `+4` oxidation state in `Pb`. Hence,`PbX_2` is more stable as compared to `PbX_4`.
`PbX_4 rarr PbX_2 + X_2`.
