In (b), KOH (s) helps initially formed terminal but-1-yne to rearrange to but-2-yne. Like alkenes, more-substituted alkyne is more stable. But in (a) the strongly basic `oversetΘNH_2` ion removes the terminal proton to give butynide ion (or salt) which cannot rearrange.
