Conc. HCl can be oxidized to `Cl_2` by heating with a number of oxidizing agents such as `MnO_2 , KMnO_4, K_2Cr_2O_7` etc.
`MnO_2 + 4HCl to MnCl_2 + Cl_2 + 2H_2O`
`Cl_2` can reduced to HCl by its reaction with `H_2` in presence of diffused sunlight.
`H_2 + Cl_2 overset"Diffused sunlight" to 2 HCl`
